The powers of the Admiralty in the matter of the requisitioning of ships are not, as far as this Govern- ment is aware, subject to limitation as regards the manner
in which a requisitioned ship is to be used,

It is not customary to publish particulars
of the purpose for which a requisitioned ship is to be used. This Government is unable to make an exception to the rule
in this case,
